The five-year period 1991-1995 saw the preparation of no fewer than eight multilateral international instruments or resolutions dealing with the protection of cultural property by six separate international or supranational organisations and associations, to wit: the United Nations, the International Institute for the Unification of Private Law (UNIDROIT), the European Union, the Council of Europe, the International Law Association and the Institute of International Law. During this same period, bilateral treaties or agreements were concluded by Germany and the United States of America.
