Although the law has not yet come into force because of President Yeltsin's refusal to sign it, the editorial board decided to print the text of the law in this issue. We think it is of special importance to our readers to know the exact content of this law which has already been accepted by both Houses of the Russian Parliament. The editorial board asked several experts from different countries to express their point of view concerning the law. We particularly want to thank these authors for their readiness to contribute to this special topic.
